Pull it out of the tank, plug it in.

With the ignition on, move the float up and down, and see what the gauge does.

If it doesn't read up to the full mark, you have a dud sender.

If it can read up to the full mark, then you need to bend the float arm down a little bit.

mine reads full correctly
but it will do 300km sitting on half a tank before it suddenly drops to 1/4 tank.

i've given up and just read the odo if i want to know how much is left

so your suggested solution is a complete swap of the components?

it worked for me but other things were broken in my dash (trip odometer) i duno if its the actual solution for the issue but it worked for me so if ya can get a dash cheap enough its real easy to swap em out and it if dnt fix the issue well then you have a spare dash to do watever with ;)

Earths with the dash seem to be rather fickle at the best of times... i'd re-earth it n see what happens.
